The girl blinked, then heaved a sigh of relief.

“I... see! I was so worried and uneasy. But now everything’s clear. So it’s not... it’s not just Phoenix major world that’s undertaking all of this, right?”

“Mmhmm,” smiled the woman. “We are only a seventh rank world at the end of the day. What effect can we have if we do it alone? This is when you show your youth and inexperience! You should’ve realized this a long time ago. We’re undertaking this operation with increasing fanfare because our chance is at hand!

“Due to the appearance of New Martial and the unrest in Red Moon Region, the other three regions have been thrown into disarray.” The woman’s smile deepened. “All four regions are a mess now, so this might be Dragon Region’s opportunity! We have the Dragon master, so we might be able to carve out a portion of the four regions that belongs entirely to us!

“The Thunder Region provides a natural barrier. It grants us a geographical advantage so long as it exists. There’s even hope that we can set foot into ninth rank after seizing Skyward and then the entire chaos!”

Yearning, amazement, and worship spread across the blonde girl’s face. “The Dragon master is the hope of all chaos beasts...”

The woman in red didn’t say anything about her daughter’s reverence. She looked down at the massive city beneath them and said slowly, “Of course, the three regions are just addendums to our greater goal at hand. Dragon Region needs to be internally unified. We are in charge of Thunder World and others are handling the monster spirit worlds!

“Thunder World has consistently hid near Thunder Region, but the region is recently in a lull state. This is our chance as well. How many of our people have entered that world?”

“Not that many. Although Thunder World is always on the lookout for human wandering cultivators, they do not easily recruit others. We have only six exalted emperors that’ve made their way onto Thunder World. It’s very difficult for them to send word out and their strongest has just reached fourth rank!”

“That’s very good,” nodded the woman. “If we can pacify Thunder World while the Dragon master marches on New Martial, then Phoenix major world will soar to ascendancy among the chaos beasts. We will occupy a position far greater than the other worlds!”

“March on New Martial?”

“Naturally,” the woman explained with great patience. “The rest of the chaos will be on guard against the region if the Dragon master does not join the battlefield. Everything that happens here will be scrutinized!

“But we will become insignificant in the eyes of others once the Dragon master leaves. All eyes will be on Blazing Sun Region then!

“That is when we will take Thunder World and the monster spirit worlds. That will complete the unification of Dragon Region. Thunder World is connected to the worlds held by human powerhouses. If we take advantage of the opportunity to slip into the other human worlds and bring them down from both inside and out, it will give the Dragon master an enormous advantage to conquering the four regions later on!”

“Infiltration!” The girl nodded with understanding. “The general perception of chaos beasts throughout the universe is that of impulsive carnage, bloodthirstiness, and endless devouring. No one will pay attention or believe that we are able to form such plans.

“But royal mother, won’t the Dragon master become New Martial’s priority target when he joins the fighting? New Martial is a very difficult opponent to deal with.”

Would it be dangerous? That was a world of savages!

Indeed, New Martial was even more barbaric than chaos beasts in the girl’s eyes. This was an exceedingly impulsive and dangerous civilization.

“The Dragon master has a plan. He will not become cannon fodder for the other three regions. Don’t worry,” reassured the woman. “Continue executing our plan and claim ownership over Thunder World. Its dao universe is yours after you succeed!”

“But royal mother, is that possible?”

“Don’t worry, it’s yours if the plan succeeds. No one can take it from you!” The woman was highly confident, a mood not echoed by her daughter.

There would be too many who wanted a piece of the pie after they took that world. There were too many sixth and seventh rank emperors who lacked a dao universe on Dragon major world as well. There was even more than one seventh rank at Dragon.

The woman in red said nothing more. She smiled and focused on the dog that’d entered the city. There was no need for her to probe further. They would know all they wanted with a simple test. It would mar her reputation if the other sensed her mental scan.

Phoenix major world still cared about its reputation, after all. It’d voluntarily opened up to outsiders so that it could recruit the wandering chaos beasts.

“Fifth rank...” she murmured to herself. That would do. If the dog wasn’t the Heavenly Dog, then they could extend an olive branch.

She turned in another direction and looked into the distance. That was where Dragon major world was. A light sparkled in her eyes.

Unifying the four regions! I would not be just the Phoenix world master then, but the queen of the four regions!

Long Zhan... Our daughter is sixth rank now. Have you prepared a path to seventh rank for her?

Thunder World was just a contingency plan. It was best if they could take down some eighth rank major worlds or New Martial’s home world.

Void briefly looked around and noted signboards hanging on the two sides of the avenue. There were characters written on them—actual words rather than simple mental brands. While he didn’t recognize the language, he could sense some mental brands when he scrutinized them. The brands conferred meaning to the words.

Was this the draconic language?

Most likely. Void had never learned the draconic language as heavyweights normally communicated with their minds. There was no need to learn another species’ language.

“This is a unification of language!” was what Li Hao transmitted after analyzing his findings. “The draconic language has become the official language of Phoenix major world! It looks like all heavyweights entering the city are fluent in it.

“These buildings, civilization, and culture here... Brother Void, has Phoenix major world been assimilated by Dragon major world, or are the dragons using soft power to have their civilization influence the entire region?”

Was there a difference?

Void was indifferent. Being as lofty a status as he was, he wasn’t used to Li Hao’s mode of thinking at times.

“The most critical step for a civilization is not an armed invasion, but culture subjugation!” explained Li Hao. “When your civilization accepts another’s culture and even turns it into their own cultural heritage... that means they have been conquered from a mental standpoint!

“I think I may have been wrong. Phoenix major world might be completely part of Dragon major world. And it’s fine if they’re the only ones, but if the other worlds are like this as well... that means Dragon major world has completed the unification of the chaos beasts in Dragon Region!”

That would be terrifying and also impossible in the eyes of outsiders. A seventh rank world master would not bow down to an eighth rank world master. It was just an alliance! Why was there a need to bend the knee?

Void sank into deep thought. An invasion of culture!

Everyone was so used to utilizing force that he hadn’t paid attention to any other possibilities, but that didn’t mean he didn’t understand them. He was simply confused.

“Yet humanity is a complete mess right now and New Martial has started a massive war. Once a few eighth ranks die, do you think one eighth rank and a dozen other seventh ranks can jointly take down the others?”

Void did not have an immediate answer. He still didn’t have one after a long moment. Surely not?

Li Hao also paused to mull over what he’d said. Would this happen?

I don’t know.

But he wanted to visit the other seventh rank worlds if there was a chance. If they were all like Phoenix major world, then that would be horrifying indeed.

Anyone who saw something of interest could enter a house to discuss the transaction. Certain goods could be seen through some of the open doors. Caged humans could be glimpsed in a few houses, ones that were young and beautiful. They were traded as items on a shelf.

There were also a lot of humans walking the streets—or rather, not humans. They were humanoid. A portion of monster spirits and chaos beasts liked to take human form for the sake of convenience.

Phoenix major world was a complete hub for commerce. Anything could be transacted here; there was no end to the shops that lined the avenue. One could rent a shop for the price of one dao crystal. Renters could choose to hang a signboard, describe their wares in person, or not show themselves at all.

Phoenix major world even guaranteed one’s safety and that the transaction would be properly concluded.

Li Hao was shaken by what he saw. He’d never seen such a comprehensive system in the other three regions, even Skyward. No other location could guarantee the safety of their guests. The chaos beasts had accomplished something that humanity could not.

It didn’t matter if it was limited to only their world!
