Jason knew that the Avarans were very strong before the war against the Primordials, so there was no way they wouldn’t have held some sort of authority over the Primordial Expanse.

Jason let out an amused scoff when he read this, and he felt a sudden sense of pride rising from somewhere deep inside him! Jason should have known Avaran would have at least this much influence over the Council! But Jason glanced over at C’thlyanu, and he couldn’t help but wonder why his father believed C’thlyanu would do a better job than him. Was C’thlyanu really that powerful, or was there something else C’thlyanu had that allowed him to rule over the council so well? In fact, Jason began to wonder exactly what C’thlyanu was truly after.

’The system said C’thlyanu is the Celestial of Order, right? But it didn’t have any other information on it. I remember the system telling me about the Celestials a long time ago. Each celestial had power that could tear through the fabric of the mortal plane, and the celestials were known to live in the Celestial Plane because their mere existence in the mortal plane would eradicate all life around them. But there were some celestials that didn’t want to ascend. What did the system call them again... Fallen? Yes, the Fallen Celestials. I wonder if C’thlyanu is one of those Fallen Celestials. This mist isn’t his real body, so his real body is somewhere in the First Domain. Why is he here in the mortal plane, and why did everyone simply accept his existence and allow him to lead the mortal plane?’

Jason couldn’t stop his thoughts from running wild as they began to wonder about the true origin of the leader of the Council. It wasn’t wrong to say that C’thlyanu was the single most influential figure in the Primordial Expanse! But even though Jason didn’t really understand much about him, for some reason, Jason couldn’t help but think that C’thlyanu wasn’t bad. Or at least, he wasn’t evil. Richard trusted C’thlyanu enough to give him the position of head of the council, so Jason would trust his father’s judgment for now. But there was also no doubt in Jason’s mind that C’thlyanu had a lot of secrets, and Jason didn’t like being in the dark about someone with so much influence. Jason made a mental note to uncover more about C’thlyanu, and the first thing Jason needed to do was to find out what exactly it meant to be the Celestial of Order.

But before Jason could continue that line of thought, C’thlyanu suddenly spoke up in response to Baron Skarr’s earlier statement.

"Actually, we cannot inaugurate Jason Marc just yet. Jason Marc of Earth, although you have been chosen by the council and you are indeed the most qualified candidate for this seat, we cannot overlook the singular fact that your world, Earth, has still not reached the required strength to be regarded as a Rank III world. This is a serious issue, and it must be rectified before we can fully induct you into the council and introduce you to the High Seats of the Elder Worlds."

Jason’s eyes narrowed slightly, and he let out a calm breath before he spoke.

"So all I have to do is raise the level of the people within my world?"

"Yes, that is one part. But along with raising the level of the inhabitants of your world, you must also establish absolute control over your world and the people in it. I understand that your world is separated into continents and also countries with various leaders. You must ensure that the leaders of these countries have a unified collective understanding of your position as their head and Overlord so that any problem can be dealt with easily using your authority. It is important that an Overlord holds a tight leash over the worlds they control, or else things will go out of control. And now that you are the Overlord, all problems that are not dealt with promptly will reflect badly on you."

C’thlyanu said all this in a calm, easygoing tone, but Jason could easily hear the seriousness beneath that easygoing nature, and Jason knew that C’thlyanu was trying to make sure Jason understood how important this was! A leader couldn’t overlook those that they rule over, and you can’t claim ignorance as an excuse for things going wrong! If you are the captain of a ship, you are responsible for everything that happens on that ship, and it is your responsibility to ensure all crew members are kept in line!

’So basically, I have to somehow bring about world peace? Dealing with the old bastards that lead all those countries is going to be a pain in the ass. I’m already annoyed just thinking about it.’

Jason hummed as this thought crossed his mind, and he clicked his tongue before he nodded to C’thlyanu to show that he understood. Jason already had a plan in mind, and he would begin to execute it when he got back home. C’thlyanu was happy when he saw that Jason understood what he said, and then C’thlyanu spoke up again.

"Now I believe that Earth had a population of just under five billion, with about fifty million capable of using mana. So, in order for Earth to be viewed as a Rank III world, it must possess at least five TITAN Ranks, five hundred SSS Ranks, five thousand SS Ranks, and fifty thousand S Ranks. Jason allowed the numbers run through his mind, and he almost frowned. Out of all the things there, the most difficult would be having five TITAN Ranks. Jason and Gina were already TITAN Rank, so they would only need three more. But it had already been ten years since the first Gate appeared on Earth, and yet the strongest mage on Earth was only about SSS Rank, and the people on Earth treated him like he was the second coming of Christ or something! All the other Rulers of Earth were in the SS Rank, and the mages below them were even weaker! This could only mean that the mages of Earth were all very slow at leveling up.

’It’s either that or they are just too careful in the way they fight.’
