After Donnie concluded his affairs in New York, he promptly returned to Atlantic City with Janine Woburg and Mia Bock.
Just as Donnie had mentioned back in New York, he arranged for Mia Bock to reside in the apartment next to Janine Woburg’s.

"I missed you all so much, so I came back!"
Donnie placed his hand gently on Alice’s shoulder.
Alice chuckled, "Do you miss me more, or Helen less?"
Helen, hearing Alice’s question, gave a light smirk.
Donnie diplomatically replied, "Of course I missed you both equally!"
Alice feigned annoyance and glared at Donnie, while Helen stood up and asked, "Were things smooth for you in Europe?"
By then, Donnie had already walked over to his two children. They no longer looked scrunched up or unruly; instead, they appeared adorably rosy-cheeked.
The two little ones were unfamiliar with Donnie, and upon seeing him for the first time, they wore expressions of fear. Lucia started crying first, followed swiftly by Michael. Faced with this reaction, Donnie felt clueless about what to do.

Enjoying the attention, Donnie explained, "The site has been chosen—it’ll be in Trenton city. It’s quite close to Dix Base, and setting up a business of this nature in New Jersey is the safest option."
That was why Donnie decided to build a military factory from scratch.
If he were to acquire an existing one, relocating it to New Jersey would prove difficult. Factories in other states often entangled themselves in their own local interests, making full ownership and management a challenging process.
Rather than face these hurdles, Donnie opted to construct his own military factory in New Jersey, simplifying things significantly.
