"Start small. Three to five people per city initially. Not the combat teams... I want people who can build relationships, identify needs and help communities. Use Sir’s teachings exactly as we’ve applied them here."

Mike’s expression was intense.

"Help as many people as possible. Solve problems the government won’t touch. Find orphans and street children who need homes.

Identify hospitals that are struggling and provide resources. Make people owe us favors not through violence but through genuine service. That’s how we build loyalty that lasts."

He pointed to several newer members who’d proven themselves skilled in community relations.

"You, you, and you. Each of you will lead expansion teams into different cities. Pick your people carefully. I want those who understand Sir’s vision, not just fighters looking for action. People who can actually help communities and represent what the Mafia stands for."

The three selected members nodded, already mentally planning their approaches.

"As we expand, we need more resources, more infrastructure and more capability to actually deliver on our promises."

Mike turned to Marco again.

"Three, Boss. Capacity for about one hundred and fifty children total."

"Triple it within two weeks. I want facilities in the Core and Inner Regions as well. And start planning for orphanages in every city where we establish presence. Children are the future, and if we save them now, they’ll remember who helped them when they’re adults."

Marco was typing frantically, updating resource allocation spreadsheets.

"Hospital partnerships?"

"Currently working with two hospitals in the Outer Region, providing funding and supplies in exchange for treating our people and offering free care to those who can’t afford it."

"Expand to five hospitals across all three regions. Negotiate partnerships in other cities as we establish presence there. Medical care is expensive everywhere, and people remember who helped them when they were sick or injured."

Mike paced slowly, his mind working through the logistics of rapid expansion.

He stopped and looked directly at one of his oldest associates.

"Chen, you used to run a manufacturing operation before joining us, correct?"

"Yes, Boss. Textile factory. Went under when the economy shifted, but I know the industry."

"I need you to establish a factory specifically for producing Mafia uniforms. Black suits for men, appropriate business attire for women. It should be of professional quality, properly fitted and durable. I’m tired of cobbling together outfits from whatever we can find. If we’re going to present ourselves as a legitimate organization, we need to look the part consistently."

Chen nodded enthusiastically.

"I can do that, Boss. I still have contacts in the industry. Give me three weeks and I’ll have a facility operational."

"You have two weeks. Use whatever resources you need from our operational budget."

Mike turned back to address everyone.

"Here’s what I want everyone to understand: Sir just became famous across the entire Federation. Every news network is covering this and every social platform is sharing the footage. Millions of people now know his name and face. That changes the game completely."

He pulled up the social media feeds on the displays, showing the exponential spread of Damian’s battle footage.

"This level of visibility means pressure from multiple directions. Government scrutiny, military interest and imperial families paying closer attention. And it also means opportunity, because people across the Federation just watched a commoner student fight seven Demons and win. That resonates, inspires and makes people question the established order."

Mike’s voice grew passionate.

"We have a narrow window to leverage this moment. While Sir recovers, while attention is focused on him, we need to demonstrate that he’s not an isolated case.

That the Mafia he built is actually changing things on the ground. That we’re making life better for people in tangible, measurable ways."

He pointed to the map showing all the cities in the Central Region.

"When Sir returns and sees that we’ve not only taken the entire city but also established presence across the region, when he sees orphanages filled with children we saved, when he sees hospitals treating people who would have died otherwise, when he sees communities that are safer and more prosperous because of what we built, that’s when he’ll know his vision is working."

Alessio spoke up, his young voice carrying determination despite the tears still on his face.

"I want to help, Boss Mike. Master saved me from the streets. Now I want to save other kids like I was. Let me work in the orphanages, help recruit children who need homes."

Mike smiled and ruffled the boy’s hair.

"Good. You’ll work with the orphanage team. Your experience living on the streets will help you identify which children genuinely need help versus which are being used by adults for criminal operations. We save the real orphans and shut down anyone exploiting children."

He addressed the room again.

Marco raised his hand.

"No."

Mike’s answer was blunt.

Mike’s weathered face showed determination.
