From its establishment, training, to development into a system, all funding, equipment, and supplies necessary for the combat laboratory have been orchestrated by Richard under His Majesty, while the military department only allocated the personnel.
The distinction is evident from the uniforms of all the military advisors and tactical staff in the combat laboratory. Beamon regular army staff officers must wear armor and carry standard weapons, whereas the staff at the Summer Palace combat laboratory wear yellow wool uniforms and long boots, their golden cap braids and the golden plum blossom on the collar shining together.
