Each city’s development level is different, and the government’s financial capabilities vary. When formulating support policies, one can refer to practices in other regions, but must never apply a "one-size-fits-all" approach.
"For Panzhihua households giving birth to a second or subsequent child according to policy, a child-rearing subsidy of 500 yuan per child will be given monthly until the child is three years old." On the 28th, a press conference in Panzhihua, Sichuan Province, introduced "Sixteen Measures to Promote Human Resource Gathering", which mentioned the issuance of child-rearing subsidies. This is the country’s first city to announce child-rearing subsidies following the introduction of the "three-child" policy.
Of course, to receive this subsidy, one must meet the requirements: both spouses must have Panzhihua household registration and participate in Panzhihua’s social insurance, have a second and/or third child according to policy, and the children’s household registrations must be in Panzhihua. If these measures are effectively implemented, they could bring at least two effects: first, families that have more children can receive material assistance and encouragement from societal norms. Secondly, the additional population will be counted as part of Panzhihua’s population.
Promoting long-term balanced population development is a major population issue faced by our country in recent years. Due to various practical considerations, the "three-child" policy was introduced. However, many netizens have indicated: it’s not that they don’t want more children, but they’re worried that having a second or third child will lower their quality of life, and they find it difficult to support financially on an economic level. Therefore, to implement the "three-child" policy well, related supportive measures must be paired, especially providing sufficient support in "real terms" to alleviate multi-child families’ concerns about future needs.
Although an additional 500 yuan per month isn’t a huge sum, for some cities, the government’s fiscal income ability is limited, and residents’ average wages are relatively low compared to the local cost of living, so 500 yuan per month isn’t exactly small change. More importantly, this is a clear signal: the government will provide necessary support for families with more children on a material level. After all, with such a "good start", it is believed that more humane measures will benefit families with two or three children.
In the context of the major policy, all regions nationwide may formulate related support policies based on local actual conditions when implementing the "three-child" policy. Since each city’s development level is different, and government financial capabilities vary, one can refer to practices in other regions but must never apply a "one-size-fits-all" approach.
Furthermore, simply "giving money" isn’t enough; it’s just a basic aid measure. Related support measures also include "favorable treatments" in education, medical care, and even housing for the second and third child policies, and further promote the "optimized childbirth" and "improved new population" concepts throughout society, motivating more people to genuinely want to have more children. Policymakers at all levels nationwide must also consider carefully and respond actively.
Everyone knows that entering the 5G era, with multi-connected, diverse services raising unprecedented requirements on network agility, flexibility, and scalability, the transition to virtualization and cloudification of networks is an inevitable trend. Almost no one doubts that the era of fully virtualized and fully cloudified end-to-end networks will eventually arrive one day. But when exactly it will happen, and at what speed and scale, remains a question in the minds of the industry.
However, from the recent big news released by Intel, Ericsson, and Samsung, it seems that with the promotion of these three giants, the pace of network transformation in the 5G era will accelerate.
Ericsson partners with Intel to accelerate the shift to Cloud RAN
On June 22, Ericsson announced that it has expanded its Cloud RAN portfolio with new support for the 5G mid-band and Massive MIMO technology, and improved Cloud RAN performance using Intel technology. This signifies yet another important step by Ericsson towards cloudification and openness of radio access networks, garnering extensive attention from the industry.
The article points out that high-performance 5G mid-band deployment requires 150 times more computing power than 4G. In order to meet the high-performance standards for 5G and beyond, Ericsson and Intel are jointly exploring the Cloud RAN domain. This Cloud RAN product will utilize Intel’s Xeon scalable processors and accelerators to meet the stringent performance requirements of RAN.

In the traditional RAN product architecture provided by Ericsson, computing hardware and software are tightly coupled. Cloud RAN aims to decouple the traditional integrated architecture of hardware and software, running RAN function software on general-purpose hardware, and optimizing performance and reducing power consumption through software optimization and hardware accelerators to achieve performance matching traditional RAN. Ericsson’s announcement of cooperation with Intel undoubtedly sends a signal to the industry that the performance gap between Cloud RAN and traditional RAN is narrowing.
