Lucius and Karkaroff were feeling uneasy.
Framing Kael to get him expelled from Hogwarts was the first task Voldemort assigned to them after his resurrection.
Initially, they thought it was a sure thing, so they accepted the task without hesitation.

Amelia Bones tapped her fingers lightly on the table, looking thoughtful.
