Sure, he expected the number to increase with the amount of body the monsters could get their hands off, if their theory of their forming is correct in the first place.
It seem more likely as the evidence piled up, as there is no possible way for a group of monsters with suspected numbers of 100 A-rank monsters before batting the force of Betrum Nation, could suddenly double if not triple their A-rankers.

Master Phalin rubbed his forehead, already feeling the severity of the situation. Oh, A-rankers could not hope to match against S-rank adventurers like them.

No one blame him though. With the number of A-rank monsters in hundreds, the number of B-rank monsters seem less important. Not to mention, the A-rank monsters could do more damage to their formation of elite adventurers than massive number of B-rank monsters could hope to achieve.
"Our plan to assault the City will not change," Master Phalin quickly took the lead, not planning on letting the new information dampened everyone spirit, well, worse than it could get.
"The S-rankers will lead the assault and create walls. We will force them to come out so we can slaughter as many A-rank monsters as possible," any fight between a group of A-rankers against a single S-ranker would always lead to the same result. A massacre of the A-rankers.
"Once the numbers had been thinned, we will enter the City and search for the leader of the swarm. We kill them and then cleansed the City of monsters.
As for the rest, we will let the Guild decide."
The S-rankers nodded. With the number of A-rank monsters potentially outnumbered their own, they need to thin the number as much as possible, to reduce casualties as best as they could.
"Then we will go with the previous plan?" one from Taranis asked. Master Phalin nodded.
"Make sure the others know of the plan, and tell the B-rankers and C-rankers are not allowed to enter the City until the all clear is given." He added.
It's one thing for weaker adventurers to trudge into Danger Zones for resources and potential source of income, it's another to send them into an active battlefield were the sole outcome would be certain death.
So, the weaker adventurers would be put on hunting and clearing the City once the stronger monsters were dealt with.
With the order given, the S-rankers quickly head back to their camp, telling their contingents of the attack plan.
Master Phalin also prepared himself, for he would be facing another S-rank monsters in a long while.

Once the adventurers get some much-needed rest, the assault started at dawn.

Master Phalin looked at his assault point. As the one with the most number of A-rank adventurers under his command, he will took the gate.

Yet, they did not, as they know there are many monsters as strong as them inside the City. Patiently waiting for their leader to get up, he did, but not before similar sound can be heard all over the city, or to be precise, the walls.
So, Master Phalin started walking into the city. Each step he took seemed to shake the earth, with how the monsters trembled at the sight.

"Well, the massacre will start now. Still, it is a waste of resources to create so many monsters." Maroon exclaimed, the waste of resource hurting his soul.
"It cannot be helped. We need to fuel the belief of the Adventure Guild, so they will not look too deep into it and potentially found sign of our action behind all this." Aridus said, trying to calm down his friend.
