Scaring a little girl and attacking a general are different in nature. They might claim the attempted assassination of Su Xiaocai was just to scare her.
But attacking a general, even if unsuccessful, would be classified as espionage.
"I don’t know these people, officer, you can’t falsely accuse me." The mercenary squirmed as if thousands of ants were crawling up his seat, "I only got five million for attacking Admiral Bai; do you think I’m an idiot?"
