Chapter 163: Issuing my Ultimatum on Ukraine
I looked into the camera, with what I hoped was a calm, serious face, "Hello, my name is Timothy Bailey. I am Chairman of the Board and Chief Executive Officer of the Universal Earth Concord. At the moment, I am speaking from the main control room of Zaporizhzhia Nuclear Power Plant in south-east Ukraine. Until recently, the plant has been under control of the invading Russian army. During their illegal invasion of Ukraine, they have severed nine of ten power supply lines required to keep the cooling process of the six reactors in the facility from becoming dangerously overheated and posing a threat the the surrounding region. The Russians have also destroyed the dam that created the reservoir which supplied cooling water to the facility for the same purpose. Their actions left one power line as the sole source of power, and eleven on-site wells as the sole source of cooling water. This left no safety margin should anything go wrong, and was a strongly implied threat that should the rightful owners of the pant and the territory upon which it sits try to reclaim it, the Russians could easily destroy it’s remaining ability to keep the shut-down reactors safely cooled. Despite the presence of IAEA monitors, I echo the international consensus that his is an unacceptable situation.
"Unlike the international consensus, however, and at the request of the legitimate Ukrainian government, I have decided to correct the situation. With the safety and security of the nuclear plant as my primary focus, I have liberated it entirely from Russian control. All Russian soldiers or other personnel who were stationed inside the plant have been taken as prisoners of war and are completely unharmed. The IAEA inspectors who were on-site remain, monitoring the plant’s operations. Additionally, I have arranged with the IAEA for the safe and immediate transport of additional personnel to come here and assume full operational control of the facility to ensure its safety, under the expert leadership of Luca Mueller, an employee of the Universal Earth Concord with a deep knowledge and experience in nuclear power plant construction and operation."
I gestured to Joe’s android form, standing beside me. He nodded to the camera. We had picked Switzerland as his native land, and he had been, and perhaps was still working to establish a paper trail history and back-story that would withstand the intense scrutiny it would soon receive.
"Ukraine, as I said, requested my help in restoring the plant to safe operation and placing it outside the reach of the invading and illegal Russian armed forces. At present, a crew of experts are in the process of installing a new power generator within one of the facility buildings which will provide a primary electrical power source capable of operating the cooling system to keep the plant safe. We are also working on alternate cooling water sources as a back-up to the wells on-site. We have also added reinforcement and protection to those wells. We will make details of these modifications available to the IAEA immediately so they can confirm the continued safety of the plant. These changes will make it proof against any future sabotage by Russian forces. Nuclear safety should never be an instrument of war or terror, and I condemn any nation or national government that seeks to use it as such.
"At present, we have secured the buildings of Zaporizhzhia Nuclear Power Plant and made them proof against any outside attack or attempted forced entry. Russian invaders still patrol the grounds outside the buildings, including the areas where Russia has installed numerous explosive mines. Once the additional IAEA staff has arrived, and we have completely the additional power and water source modifications, we will look to establishing an operational perimeter and removing the mines.
"We will provide further regular updates on the condition of Zaporizhzhia Nuclear Power Plant to keep the international community informed of its continued safety and current status. We are facilitating communication between IAEA staff here, and the IAEA headquarters in Vienna, we invite them to make whatever public statements they wish regarding the Zaporizhzhia Nuclear Power Plant and our efforts here.
"The plant will remain shut-down and under active cooling for the foreseeable future."
I turned to Joe again, "I will let Luca get back to his work. The rest of my remarks here will concern matters other than the Zaporizhzhia Nuclear Power Plant."
I shook hands with Joe/ Luca Mueller and he walked off out of camera view to help with the Dark Energy Generator connections. The Generators, themselves, would be inside a metal shell that did not allow observers to see them or how they worked. The metal shell would have robust electrical connections for the power output which could be connected to the plant’s electrical system by conventional methods. The latter part of the operation, including measuring the electrical output, would be done with close IAEA support, even though that wasn’t necessary with Joe’s oversight. Each reactor building would get its own generator system.
"In addition to our work here at Zaporizhzhia Nuclear Power Plant, as requested by the rightful governing body of this region and the rest of Ukraine, we will be providing immediate assistance to the defense of Ukraine against the illegal war of aggression by Russia that is ongoing. We reference the United Nations charter which states very directly that member nations ’shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state.’ The invasion of Ukraine, by Russia is a clear violation of the charter. We salute the General Assembly’s repeated resolutions confirming Russia’s actions are such a violation and condemning them."
"I call upon the security council to vote on a measure calling for Russia’s immediate withdrawal from all illegally occupied Ukraine territory, including Crimea. Further, it has come to my attention that Russia has engaged with North Korea to send North Korean soldiers to Ukraine in support of this illegal action. Such would be a further violation of international law by Russia, and would put North Korea in Violation as well. The North Korean soldiers are already en route to the area, though they have not yet crossed the Ukrainian border. They are dressed in Russian uniforms and will be acting under Russian orders, purportedly under a recently signed mutual defence pact between the two nations.
"I will provide details and complete evidence of this allegation to all the news services receiving this press announcement. We will also provide such documentation to the UN Security Council and General Assembly.
"At his moment, Russia has launched yet another wave of assault forces whoe orders are to kill as many Ukrainians as possible, destroy any infrastructure targets of opportunity, and drive Ukrainian forces back away from border regions to consolidated positions further to the interior. Russia has repeatedly used such forces to wage a war of attrition on Ukrainian forces, showing an inhumane willingness to sacrifice their own soldiers’ lives recklessly in order to wear down the Ukrainian defense forces. Attacks on civilians and civilian infrastructure have been perpetrated in an ongoing attempt to break the will of the Ukrainian people to defend their country against Russian invaders.
"We have intercepted strategic communications to this effect from the highest levels of Russia’s leadership. Indeed, we have documentary proof of Russia’s goal of a complete Ukrainian genocide. Their goal is to give the Ukrainian territory’s population a strong Russian majority, by importing its own citizens, and displacing, killing, or forcibly controlling Ukrainian nationals. Again, we will make this evidence available to news services as well as the United Nations.
"We call upon the United Nations Security Council to condemn Russia for these acts as leadership crimes and to refer the prosecution of Russian President Maxim Volkov to the International Criminal Court for these crimes. We further support the effort to establish a Special Tribunal for the Crime of Aggression Against the Ukraine.
"Should North Korea continue its current plan to send North Korean soldiers across the Ukrainian border, we ask the United Nations include a similar condemnation and request for prosecution of Supreme Leader Pak Seung-Jin."
"We cannot wait for such resolutions to be initiated and passed by the United Nations Security Council, however. There are too many lives at risk. We will immediately begin providing strategic and tactical assistance for the defense of Ukraine, at the request of the nation’s rightful government. I, myself, will be directing this assistance and coordinating efforts with President Dovzhenko to protect the people of Ukraine from the murderous, genocidal efforts of Russia which are being personally directed by the criminal President Maxim Volkov.
"Indeed, we have already begun this effort, by providing President Dovzhenko intelligence regarding the movement of the current wave of Russian kill teams so that he can safely withdraw civilians and members of his military forces from their path.
"While this particular intervention does not involve direct conflict with Russian forces, rather seeks to avoid it entirely, we will intervene much more directly, if Russia takes further actions, putting the lives of Ukrainians at risk.
"If Russia decides to withdraw all forces from Ukraine, including Crimea, immediately and makes a public announcement to that effect within the next 24 hours, we will allow them to withdraw peacefully and end the conflict, so long as they do not threaten harm to any Ukrainian person as they withdraw. We will, however, continue to push for the international prosecution of war criminals involved in the ordering and orchestration of the invasion and attempted genocide, regardless of their future actions."
