Landlord in the Arctic-Chapter 37: License
An FFL, or Federal Firearms License, is a license in the United States that grants a civilian or company permission to engage in the manufacture and trade of firearms.
There are nine types of licenses, similar to Class C or Class B driver’s licenses.
They are Types 01, 02, 03, 06, 07, 08, 09, 10, and 11.
Different license types have different requirements for selling NFA firearms.
For example, a Type 01 license allows for the sale of non-destructive devices. It’s the most basic license for automatic weapons, permitting the purchase of firearms like the AK-47 and AR-15, but not the manufacture of guns or suppressors.
Other license types cover things like pawnbroking, antique collection, ammunition manufacturing, heavy weaponry, and destructive devices.
Having the appropriate FFL only grants you the legal qualification; you also need a SOT (Special Occupational Taxpayer) license. The SOT is the special tax paid for the privilege of dealing in various NFA devices.
Only by holding both licenses can one sell and purchase NFA weapons.

Feng Shan listened as Frank and Chief Bird debated back and forth over which FFL to choose.
At certain points, the two old geezers were practically spitting as they argued.
Frank thought being able to sell automatic weapons was enough. The Crown Territory had no sales tax, so a gun shop would do great business. If they also applied for a Type 08 license, they’d be rolling in it.
Chief Bird vehemently insisted they had to get the 08, 09, 10, and 11 licenses. After all, Feng Shan was loaded, so they could go wild.
Real men should play with cannons and missiles, and go tearing across the Tundra in a tank.
’A tank, really.’
’Son of a bitch!!’
’The Far North Tundra is all permafrost and mud. The moment you drove it out, it would get stuck, and you’d never be able to pull it out.’
’Easy for you to say when it’s not your money.’
Feng Shan pursed his lips, snatched the application form from the two old geezers, and quickly checked a few boxes with his pen before tossing it back on the table.
"Are you guys crazy? Applying to be a Destructive Device Dealer? You think the ATF will approve that? Driving a tank in the Crown Territory, playing with cannons and missiles... Are you trying to get me sent away?"
Frank and Chief Bird’s eyes fell on the application form.
For the FFL, only Types 01 and 02 were checked.
And for the SOT, he had applied for a Class 3 Dealer.
Seeing Feng Shan lose his temper, the two old geezers gave an awkward, sheepish laugh and put the application away.
"Chief, if there’s nothing else, I’m going to head out." Feng Shan had spent the whole night on a bench at the police station, thinking about many things.
Now that his domestic debt problems were resolved, it was time to deal with matters in the Crown Territory.
’First, I need to figure out a way to establish contact with the outside world.’
’Then, I’ll buy a small plane. That way, I won’t have to look for one everywhere, and it’ll be more convenient to get around.’
’I also need to stock up on winter supplies.’
’Get all the seasonings, like oil, salt, soy sauce, and vinegar.’
’It’d be best to prepare some long-lasting vegetables, too. I can’t just eat meat every day for months during the winter.’
"Mr. Feng, the police station’s doors are always open to you. But before you go, please take him with you as well." Chief Bird quickly grabbed Feng Shan and pointed to a corner of the office.
Frank followed his gaze, and his eyes went wide.
When he first came in, he thought Bird had put a taxidermied brown bear in his office. Turns out, it was that Indian Headhunter.
’How did he get mixed up with Feng Shan?’
"Bird, what’s going on?"
"You were rolling around in bed with that woman last night and didn’t answer a dozen calls." Chief Bird rolled his eyes. "Last night at the motel, some gay driver was standing at Feng’s door pulling his pants down when this Indian ambushed him."
"Ah!"
A look of disbelief appeared on Frank’s face.
"Why would a gay guy be looking for Feng?"
Chief Bird shrugged.
"The driver heard what he thought was a gay party in the room and wanted to join in. He was about to drop his pants when the Indian shot him with an arrow. Oh, and by the way, this Indian only listens to Feng’s commands."
"Fuck." Frank seemed to realize something, swore under his breath, and yanked the door open, leaving in a hurry.
Feng Shan sighed, taking his rifle back from Chief Bird and slinging it over his shoulder. He picked up Prince and Coca-Cola, then gestured to the bearskin-clad Indian standing in the corner.
"Let’s go."
"Chief, come visit the Crown Territory on your vacation. I’ll take you musk ox hunting."
"Man, that’s great! You’ve got a deal."

「Leaving the police station.」
The sky was bright now. Feng Shan took a deep breath of fresh air, his mood lifting.
The red sedan was parked by the side of the road.
"Khilla."
Just as he was opening the passenger door, he heard the Indian call out from behind. Feng Shan sighed silently and turned around. The Indian was once again kneeling devoutly, raising his hands in a gesture of supplication.
Feng Shan opened the back door. "Forget it. You’re with me for now!"
"Buddy, you’re taking him with you?" Frank’s eyes widened in shock.
"That’s right." A trace of resignation showed on Feng Shan’s face.
When he was brought to the station last night, the bearskin-clad Indian had been completely uncooperative, and Alaska has specific laws protecting its Indigenous People.
The officers couldn’t use force. It was only after Feng Shan intervened that the Indian haltingly explained why he had injured the man with his bow and arrow.
At the same time, the officers reviewed the motel’s security footage and saw the perverted gay guy committing lewd acts in front of Feng Shan’s door.
Furthermore, this wasn’t the guy’s first offense. He had been arrested multiple times for indecent exposure in public, making him a repeat offender.
But since the guy had been shot with an arrow by the Indian, it was a case of assault. The Indian would have to compensate the victim for medical expenses, lost income, and other related costs.
If the Indian couldn’t pay the compensation, he would have to spend several months in jail.
Of course, Feng Shan wasn’t willing to let the Indian go to prison. The man had shot someone with an arrow to help *him*, and sending him to jail for it was unjustifiable from any perspective.
With a wave of his hand.
He would pay the compensation himself!
’If I had my way, I’d have the Indian shoot the guy with another arrow. One on the left and one on the right, to make it symmetrical.’
Later, Feng Shan asked the Indian police officer to help translate.
A mix of English and the Indian Language, along with plenty of gesturing, allowed them to roughly piece together the story.
This Indian from the Yosemite Tribe was named Nash. He had been exiled for endangering the tribe’s safety. To be allowed back, he had to find the Tribal Elf, Khilla, which was also the Iron Brown Bear.
Of course, Feng Shan suspected that the tribe might have given him this difficult requirement as a way to protect him.
Nash, however, had taken it to heart. He wandered all over Alaska until he ran into Feng Shan at a Walmart Supermarket. On a whim, Nash felt he had received a sign from his ancestors—that Feng Shan was the Elf, Khilla, his tribe was looking for.
So he followed the scent all the way to the motel.
Nash even claimed that while hiding under a truck, he had sensed the presence of a Strong Spirit. This made him even more certain that Feng Shan was the Tribal Elf, Khilla. Then he saw someone standing before Khilla’s dwelling, committing a blasphemous act, and he was filled with rage.
The rest of the story didn’t need explaining.
One arrow nearly skewered the gay guy’s ass.
Fortunately, the guy’s screams were so loud they woke up the other motel guests. Otherwise, Nash would have tattooed a death ray on his face.
Feng Shan had read a lot about the Indigenous People of Alaska in his great-uncle’s diary.
Whether it was the Inuit, the Indians, or the Aleut People, even after entering modern society, they still believed in Shamanism, their ancestors, and animism. A Strong Spirit was a guardian of the tribe, and only a tribe with a Strong Spirit could prosper.
’As for Nash’s claim about sensing a Strong Spirit at the motel... could it be that I was using Witchcraft at that moment, drawing on the Soul Power from the Witchcraft Bone Ring?’
Until he could figure out the secret behind it, Feng Shan decided to keep Nash with him.
’If he runs back to his tribe and starts spouting nonsense, I’ll have a whole bunch of Indians showing up at my doorstep. Just thinking about it gives me a headache.’

"This is Nash!"
"This is Frank!"
After briefly introducing the two, Feng Shan leaned back in his seat, exhausted. "Let’s go buy a plane!"
Frank and Nash just stared at each other. The atmosphere was incredibly awkward.
"Let’s go! What are you staring at? Are you two having a moment or something?" Feng Shan grumbled, seeing them just gawking at each other.
Frank looked at Nash’s face, covered in black tattoos, and felt an inexplicable shiver. He quickly started the car, pulling into traffic and heading toward the outskirts of town.
"Where are we going?" Feng Shan asked curiously as the highway outside the window became more and more remote.
"To buy a plane, we’re going to the Polar Star Autonomous Region, of course." Frank slowed down and stopped by the side of the road. An antler poked out from the bushes, followed by a bull reindeer leading a herd of six or seven others across the road before they plunged into the woods and disappeared. 𝒇𝒓𝒆𝒆𝙬𝒆𝒃𝓷𝒐𝓿𝙚𝙡.𝒄𝓸𝒎
The moment Feng Shan saw the reindeer, he instinctively reached for his rifle.
"Buddy, you’d better not shoot. This isn’t the Crown Territory or a hunting zone. If you shoot a reindeer here without a permit, you’ll get a court summons," Frank said, glancing over with a well-intentioned warning.
"Just a habit!" Feng Shan sheepishly let go of his rifle and changed the subject. "Why can’t you hunt here?"
Frank started the car again and explained as he drove.
"To protect the ecological balance. Hunting may be legal in Alaska, but that doesn’t mean you can hunt whatever you want. You need to apply for hunting licenses, and there are regulations about which animals can be hunted in which season."
"Every year, you’re allowed to hunt black and brown bears in the spring, around April and May, and in the fall, in August. The wolf hunting season is in May and August. October is for reindeer and moose, November is for black-tailed deer, and September is for wild goats."
"Also, after a hunt, the Hunter must bring the animal back to either eat the meat or use the fur. Wanton killing in the hunting grounds, leaving carcasses behind, and wasting wildlife resources is illegal, whether you have a license or not."
"Everything you catch, from the meat and hide to the organs, can only be for personal use or gifted to friends and family. Using it for any kind of commercial profit is an illegal felony."
"Of course, Hunters can also participate in charity programs for the hungry, donating their catch to local low-income families and the homeless, or selling it and donating the money."
"So, I didn’t have a license for that brown bear I hunted?" Feng Shan had thought he could just hunt freely. He hadn’t realized there were so many laws.
Frank shot him a disdainful sideways glance. "Please. The Crown Territory is an autonomous territory. As long as you don’t try to overthrow the United States, no one’s going to bother you there. In a few days, I’m planning to come to your place to hunt a fox. I promised Kelly I’d get her a red fox scarf."
"I shot one a few days ago. It’s yours." Feng Shan remembered shooting a fox with fiery red fur on the Tundra. The processed pelt was still at his camp. "By the way, how was the ’battle’ last night?"
At the mention of the wonderful events of the previous night.
Frank’s face lit up. He let go of the steering wheel excitedly. "Buddy, your Witchcraft is amazing! I’ve never been so powerful. Theresa used to complain about my performance, but guess what happened? She was begging for mercy!"
"And Lady Kelly... well, she called me a mighty Polar Bear."
"Feng, you’re an Angel sent by God to save me! I can’t imagine what I’d do without you in the future!"
"If you don’t watch the road, you won’t have to wait for the future to lose me. I can accompany you to meet God right now," Feng Shan said irritably, grabbing the steering wheel as it drifted off course.
