That means the last six people have no options; they're inevitably at the top floor by the restroom. Now, due to various reasons, it had been reclaimed and allocated to the railway. The turnover period was short, so although it was empty, some garbage was still on the floor, giving the place a funky smell after being sealed up during the hot summer.
This wasn't unique to this apartment; the entire building had a similar odor. Sister Liang Meifen quickly opened the windows, muttering, "I thought apartments were supposed to be nice."
