Chapter 468: Chapter 187: The Iron-blood Chancellor’s Methods and the Territory’s Rapid Revival (Part 3)

"Secondly, although we have obtained a promise from the Green Dragon not to attack our Storm Shadow Fortress, a single pillar can’t make a hall, and a lone peak can’t withstand a flood. If there’s only one solitary Blood Mist Hill standing in the Blood Pine Forest, we can hardly say we’ve effectively gained control of the thousand miles of fertile land on the west side of this Blood Pine Forest."

"Therefore, we must offer rewards of gold to attract our people to the west of the Blood Pine Forest for colonization. Only with a large number of settlements and fortresses echoing each other, a considerable number of farm guards, Free People’s Corps, and regular garrison troops cooperating, can we reduce the pressure on both sides and enhance our ability to control this area. Otherwise, our troops may be attacked by monsters as soon as they step out of the fortress, and mining carts could be plundered once they leave the mining area."

Upon hearing this, Su Li slightly nodded, thinking it indeed made sense.

However, before he could respond, the civil servant at the front raised his voice to announce the next decree.

"The fifth special order." The civil servant’s voice suddenly rose, "Any miner family who has served in the Gray Mountain Range Vibranium Ore Area for three years can have their eldest son granted the status of a High-level Directly Affiliated Attendant!"

As soon as this order was issued, there was an immediate uproar among the crowd.

A High-level Directly Affiliated Attendant, this means their offspring will wear the Griffin Canopy, have their names engraved on the Heroic Spirit Monument, and when the end-time bell tolls, they will ride the Raven Chariot alongside the Lord towards the Eternal Night Domain guarded by Mole.

"A High-level Directly Affiliated Attendant qualification? Praise the Lord, praise the Provincial Affairs Council for their generosity!"

"Wonderful, wonderful! In the name of the Fiery Sun Goddess, you have given us a bright future. I’ll go home right now and have that foolish woman pack our bags immediately."

"In the name of the Double-tailed Comet, I am willing to use my flesh and blood to open up territory for the domain!"

Amidst the deafening cheers, Su Li noticed a one-armed veteran biting two frontier orders with his teeth, his murky eyes glowing with a light more intense than the Vibranium lodes. Perhaps when these lights are extinguished, a few more graves with Bauhinia banners will dot the map of Hesse Territory.

Perhaps when Oliver, this iron-blood chancellor and Governor of the Provincial Affairs Council, formulated these policies, there was no warmth or brightness, only darkness and an iron-blood hue.

But the effects were immediate; within less than five days of issuing these frontier and special orders, the refugees gathered in Hesse Town quickly dissipated. At the cost of rapidly depleting Black Peak Castle’s granaries and livestock from Su Li’s noble ranch, these refugees now had the assets to head to the borders for colonization.

Even those farmers who didn’t enter the mining area or Blood Pine Forest swiftly returned to their villages, trying their best to resume production, striving to sow another batch of winter wheat before the harsh winter struck.

Riding on Death’s Claw, Su Li could see from the sky those charred lands being turned yellow again at a visibly accelerating pace. 𝕗𝕣𝐞𝐞𝘄𝐞𝚋𝚗𝗼𝘃𝗲𝗹.𝚌𝕠𝚖

Meanwhile, Dwarf engineering masters were directing an ogre construction team rapidly setting up various waterworks, infrastructure, and monastery temples across the plains.

As Su Li patrolled the skies on a Griffin, he could see villages and farms restoring destroyed houses, camps, and most importantly, monasteries, ravaged by the Green Dragon.

In the wake of widespread construction, the territory’s demand for dwarves has further increased.

Population, population, what Su Li needed most was population.

Oliver’s frontier orders could certainly attract more immigrants further into the Hesse Territory, but within just five days, it was hard to cause a qualitative change.

Hence, to mobilize as much population as possible, the territory now had only two paths. The first is undoubtedly to heal the lord’s wounded from this war and arrange for a large number of wounded soldiers to retire and return to production.

The second is to dispatch the Minister of Foreign Affairs to the Gray Mountain Range to recruit more dwarves.

With these thoughts in mind, and after patrolling the territory, Su Li headed straight to the Grand Temple of Shalya in Hesse, the largest and most comprehensive temple of the Shalya Church in the territory.

The hospital carried a strong herbal scent, and after more than ten days of intensive rescue, the wounded had been largely properly cared for. Of course, consistent with the world’s dark narrative, it could also be phrased that soldiers beyond medical capability were virtually dead, so the rest received treatment.

Su Li’s old friend Dorglin lay on a bed covered in bandages.

This dwarf champion-ranked ranger has gained widespread praise from numerous knights within the territory for his fierce and violent fighting spirit.

During the fierce struggle in the Black Peak Building, he never retreated from the fight, standing firm as an iron pillar at the staircase until the end.

At the final moments of battle, his beard was corroded into strands of iron slag by Giant Acid, and a half Chaos Wood Spike, a corrupted branch from a Tree Demon core, lodged in his right eye socket, still wriggling and attempting to penetrate the dwarf’s brain until he was carried to the hospital.

Upon Su Li’s recovery, this dwarf’s Vibranium Breastplate, filled with cracks, still seeped emerald pus through three penetrating wounds, a gift left by Poison Arrows blessed by the Green Dragon from a Gnoll. The most lethal injury was hidden under the lifted left shoulder armor, where Tree Demon thorns crushed his heavy armor, carving three ribs into broken Holy Emblem patterns.
