This is the alternative evolution of Poliwhirl, though its evolution conditions are quite strict.
In the Pokémon world, no one should yet know how it evolves or from which Pokémon it originates.
But Cain knew.
Politoed evolves when Poliwhirl uses the item King's Rock.
King's Rock!
In the Pokémon world, only two Pokémon evolve using King's Rock: one is Slowpoke, which evolves into Slowking, and the other is Politoed.
According to some of Cain's memories, one of Kanto's Elite Four members, Lorelei, the Ice-type Trainer, had a Politoed with the hidden ability Drizzle.
The reason Cain considered Politoed was precisely because of its hidden ability, Drizzle, making it one of the key Pokémon for a rain-based team and a core for this type of strategy.
Of course, Cain currently owned a King's Rock, but if Slowpoke decided to use it to evolve into Slowking, there wouldn't be another one available.
Even so, it wasn't a big problem, as Poliwhirl's hidden ability is Swift Swim, making it an excellent candidate for a rain team.
Either way, it remained an exceptional Pokémon.
If Slowpoke ended up using the King's Rock, Cain would need to shift the rain team's core to another Pokémon.
Pelipper!
This Pokémon also had the Drizzle ability.
In the Pokémon world, only two Pokémon with the Drizzle ability were widely known.
Well, technically, there was a third—Kyogre!
But that Pokémon couldn't be captured, so the commonly known and used options were Pelipper or Politoed, like Lorelei's Ice-type Politoed.
Cain preferred to focus on Politoed.
As a pure Water-type Pokémon, Politoed had better resistances and stats than Pelipper.
After looking up Poliwhirl's identification code on the computer, Cain went with his hunter's card to the Pokémon exchange room at the Hunter's Guild.
Following the signs, he arrived before a massive tank filled with Water-type Pokémon.
Most of the Water Pokémon owned by the Saffron City Hunter's Guild were likely housed in this tank.
He even spotted a Squirtle swimming calmly in the tank. Many other Pokémon avoided getting too close to it, probably because it was the leader of the area.
However, after reviewing the data on that Squirtle, Cain showed little interest.
Its potential was green. If Cain had just returned from Judgment Island, he might have considered buying it.
But now, Cain...
He had become picky!
Pokémon with potential below light blue no longer piqued his interest.
In his search for a Poliwag, Cain focused on those with light blue potential and, preferably, the hidden ability Swift Swim.
He ignored the Goldeen, Seaking, and Magikarp without giving them a second glance.
Using his system to scan, he reviewed all the information on the Poliwag in the tank.
Poliwag was by far the most common Pokémon in the tank, holding a relatively low status, only slightly above Magikarp.
One by one, data sheets appeared before Cain.
"System, filter all Poliwag with light blue potential or higher," Cain ordered.
Though many Poliwag had been captured for sale, none had potential below light green.
However, setting the light blue potential as the filter eliminated over 95% of the Poliwag.
In the end, three data entries remained in front of Cain.
With a quick glance, he noticed that two of them had the hidden ability Swift Swim.
The probability of finding hidden abilities was already low, so having two of the three Poliwag possess it was a stroke of luck.

At first glance, there wasn't much difference between the moves and potential of the two Poliwag, except for their level difference.
Poliwag evolves into Poliwhirl at level 25, marking a significant milestone.
After brief consideration, Cain decided to choose the level 12 Poliwag.
Most people would choose the higher-level one, as it would be more immediately useful and require fewer resources.
But for Cain, a Poliwag wouldn't significantly impact his team's combat ability. Even if it evolved into Poliwhirl, it wouldn't have a major influence until it became Poliwrath or Politoed.
The level 12 Poliwag had a tag on its tail with its identification number.
Cain entered the number into the wall-mounted machine, which displayed a series of details.
It clearly highlighted that this Poliwag had its hidden ability, making it more valuable.
Cain wasn't surprised by this. If the Hunter's Guild didn't categorize Pokémon by their abilities and traits, they could lose a lot of money.
After pressing the confirmation button, the total amount of hunter points required to exchange for the Poliwag was displayed: 6 million!
A common Poliwag with light blue potential and the hidden ability Swift Swim cost 6 million points.
This despite being an untrained, low-level Pokémon.
Cain had recently sold Vexor's Golduck, which also had light blue potential, for only 10 million.
Moreover, the total point exchange required a level 4 hunter rank, and Cain was only a level 3 hunter, meaning he could only use half the required points, with the remainder paid in cash.
Cain had 4.95 million accumulated hunter points, totaling 5.5 million.
Cain swiped his hunter card on the machine, deducting 3 million points, and then paid 3 million Pokédollars with his bank card.
He received Poliwag's Pokéball and added it to his team.
Adjusting his hood, Cain left the black market and returned to the hotel.
