“Starting today, West Sun City will establish the Military Department, responsible for all military operations.” Liu Feng’s black eyes swept the room as he spoke in a deep voice. “The department will have one director and one deputy director. Niu Da will serve as the deputy.”
As for the director, that went without saying- it could only be Liu Feng himself. He had no intention of giving up military authority. In fact, he visited the military camp every few days.

“Understood!” Niu Da saluted again. He could already feel the pressure. No doubt this was a major assignment.
“Next, begin the second round of recruitment. This time I want a 200-man cavalry unit. The first-generation cavalry armor has already been completed by the Research Department,” Liu Feng said sternly.
This time, Liu Feng was determined to build a cavalry force. Other units could wait- right now, cavalry was the most powerful and mobile force.

The Police Department would handle city security, criminal investigations, night patrols, and more- it would be the busiest department by far.

“Yes, sir!” The others saluted and began filing out.

The study door closed. Liu Feng lounged in his chair. With the city’s security plan mostly settled, he could now begin slowly laying down the rest of the system.
“Finally finished… no, I forgot one person.” Liu Feng pulled another file from the drawer. It contained intelligence gathered by the Drunken Night Restaurant.
This report detailed people’s daily conversations, relationships, and social networks.
“Where is that Lyan now?” Liu Feng asked softly.
“He should be out shopping. Word is, his fiancée is arriving in two days, and he’s choosing a gift,” Mina replied gently.
“Tell him to report to the Police Department tomorrow. I want to meet him,” Liu Feng said, setting the file aside.
“Understood.” Mina nodded. She had gradually begun to take over West Sun’s intelligence network- Niu Ben was starting to get overwhelmed, so she was now learning how to manage it.
“Young Master, you want Lyan to be the deputy director of the Police Department?” Anri pulled out the lollipop in her mouth and frowned. “But he’s not that strong. He might not be able to hold the post.”
“Strength is secondary. I want his brain, and his upright heart.” Liu Feng raised an eyebrow and smiled. “If you weren’t handling internal affairs for me, Anri, you’d actually be the best choice for the role.”
“Me?” Anri’s brown eyes widened. Her lollipop nearly fell out of her hand.
“Yes. You may be a little willful sometimes, but when it comes to handling matters, you’re always fair.” Liu Feng propped his chin on his hand, smiling at the flustered fox-ear girl.
“No thanks! I don’t want to be the Police Department’s deputy director. Just let Lyan do it.” Anri shook her head quickly- being the Police Department’s deputy meant working in the commercial district, and she didn’t want to leave the castle.
“Even if you wanted to go, I wouldn’t let you. If you left, who would work for me?” Liu Feng smirked and said softly, “I’ve decided to appoint Tess as the patrol officers’ captain.”
“Huh?” Both Mina’s and Anri’s eyes widened. That big milk cow as a patrol captain?
“Don’t be surprised. This might be the perfect job for Tess. She’s not the type to sit still. As captain, she can patrol the city every day- and if anything happens, I doubt anyone could take a hit from her bat.”
There was one more reason Liu Feng didn’t say aloud- the Police Department needed beastkin representation. And among all the beastkin in the castle, only Mina, Tess, and Anri had the presence for such a role.
