It was because Hill foresaw the difficult days the Elves were about to face that he decided to set out early on his travels.

"You can chat with the Temporal Artifact," Hill gave a peculiar suggestion.
"What do you mean?" Lynn asked in surprise, "That artifact..."
"If occasionally the artifact speaks lively, it’s likely King William," Hill said, resting his chin on his hand, his tone leisurely, "The God of Time and Space always prefers research to meddling in affairs."
William is different; he’s afraid of too little to do and constantly watches the dynamics of the Undead Tribe.
When you encounter him, you could ask how he manages cities like Agleya; he has the experience, and he isn’t afraid of chaos.
Someone who can manage the Undead Tribe so efficiently, think about how capable he is.

Though Hill doesn’t know what the Father of Elves is plotting, at least he understands that the ruler of the Elf Deity System wouldn’t stick on the Ferun Great Land for no reason.
He doesn’t manage external affairs much likely to avoid AO coming to expel him, not because he’s truly indifferent and just wants to watch the excitement.
After that epic battle, Coron still wouldn’t leave, which made Hill suspicious. With the Seraph leader there, if Coron just wanted to watch the excitement, he could easily do so through Rashrael’s eyes.
When he returned from the Stellar Realm, and the Father of Elves was still there, Hill confirmed he had something to do.
Only a fool would believe he’s really that bored.
Watching the excitement is certainly a reason, but definitely not the most important one.
Lynn nodded, initially thinking Coron was waiting for the Elves’ nation-building journey, thus displaying politeness to the Eternity Island Elves early on; later, even in anger, he left them room.

As a subordinate, he would send a gift according to the continent’s tradition before the founding ceremony and wish Emerald Country to always stand tall on the continent.
The Elves left helplessly, while Lynn couldn’t help but furrow his brows.
He didn’t understand why the Prince was in such a hurry to officially establish a nation just a month after occupying Mulan. This meant many diplomatic messengers from countries across the continent couldn’t arrive in time.
Not every country or city-state had a portal to Deepwater City or Anmur Nation’s Capital.
Moreover, wasn’t this allowing Anmur to know how many countries truly wished to express goodwill towards the Elves?
Even he could see that clearly, so the Prince and Elf Nobility must understand.
Even if Moon Elves were confused, they wouldn’t make political mistakes. Anyone that foolish would have already been reduced to ashes in Eternity Island’s millennial political battles.
