Because immigrating and putting up roots in a different place also means you have to at least respect the people there.

This is actually the Law created to make sure that the tribes did not move and runs wherever they want during the time of the Old Empire of the Steppe.

And just as expected, even in the times of the Old Empire it is hard to enforce these rules.

Some powerful chief simply transfer through the region put up their roots and expand and created another powerful outside force.

But even the old empire acknowledges this as the strong in the Great Steppe is always respected.

And once Utgard acknowledges him, other tribes that thinks to use the legitimacy issue to attack him would lose at least that reason to fight against him

At the same time, Garron brough his son into the tent.

They greeted each other, the food is served, there is dances from the servants and they eat Ayrag

At these moment, even though Ayuka looks like he is drunk, he could see that Garro favoured Sayushi.
