Working as a police officer in Mexico-Chapter 1766 - 786: The World’s Great Upheaval in 2000!
Capítulo 1766: Chapter 786: The World’s Great Upheaval in 2000!
The autumn sunlight of 1996 penetrates and covers the valley of Mexico, with a unique flavor.
Around the National Palace.
There are patrols everywhere.
At seven o’clock, Victor was already up and working.
It must be said, sometimes he is really too diligent.
In front of him was not a document, but a few pages of rough but clearly structured conceptual sketches. 𝚏𝐫𝚎𝗲𝕨𝐞𝐛𝕟𝚘𝐯𝚎𝗹.𝕔𝐨𝗺
Approximately at seven thirty.
Casare knocked on the door and entered, with dark circles under his eyes indicating another sleepless night.
“Boss, everyone has been notified, Dr. Turing and Dr. von Braun will arrive at nine, and President Lunacharsky has confirmed on his end as well.” He quickly reported, glancing at the unusual sketches on the table, hesitating for a moment but not asking further.
“Have a seat.” Victor pointed to the chair opposite him, “Before they arrive, let’s touch base. How’s the follow-up with Belize and London?”
Casare sat down and pulled out a few briefs from his briefcase: “Buckingham Palace continues to publicly claim that the Queen is ‘resting’, but there have been zero appearances. European media have started expressing some skepticism, though the mainstream is still being suppressed.”
“Are people saying she’s already dead?”
Victor thought of the old lady’s age and shook his head, “Impossible, if she were dead, this couldn’t be kept secret.”
Her son still has to be Crown Prince for decades.
“I thought a lot yesterday. Europeans and those ‘Committee’ worthless ones up north, why dare they act so recklessly? Besides thinking we have shallow foundations, a more important point is they believe we are a generation behind them in industry and technology, only capable of selling resources and brute force. Over time, they think they can lock us down with technology and economy.”
Casare frowned: “Our military industry and some heavy industry, even after integrating part of North American capacity, aren’t bad…”
“Not enough.”
Victor interrupted him, tapping those sketches with his fingers, “Tanks, artillery, planes, warships, those are the hard punches of the last era. The next era…”
“is chips, networks, information flow, it’s the invisible battlefield. You’re aware of the Gulf War, technology will dominate future wars. Whoever’s algorithms are faster, networks broader, information more accurate, can lead others by the nose. Industrially, we’re lagging behind them by decades of accumulation, following the routine is too slow, and we won’t catch up. But in the information era, everyone’s starting point is not too far apart, it’s not hopeless, and this, is our curve.”
Casare listened somewhat dizzily, he’s not unfamiliar with concepts like ‘chips’, ‘networks’, ‘information flow’, but never raised them to the strategic level equivalent or more important than tanks and planes. “Boss, you mean…”
“I mean, starting today, Mexico’s national priorities must be adjusted.”
Victor’s tone eased slightly, “Some resources must continue ensuring the digestion of existing territory, maintaining military advantage, solving food issues; another part, and an increasing part, must be directed to these ‘future bones and muscles’.”
He pushed those sketches, “When Turing and von Braun arrive, we’ll set this tone. Casare, your task is heavy, I want you to coordinate finance, planning, industry, commerce, education, virtually every department, giving this new direction the green light. Money, personnel, policies, all must incline.”
Casare took a deep breath, “Understood, Boss. I will assemble a special cross-departmental coordination group, personally leading it.”
“And infrastructure.”
Victor added, “To run information, first build roads, not asphalt, but fiber optic ‘roads’. To create those precision devices, power and logistics must be stable and efficient. Discuss more with the Ministry of Commerce, Transportation, Energy, formulate a speed-up plan. Allocate part from the ‘National Reconstruction Special Bond’, if insufficient think of a way. In five years, we must let Mexico’s power grid, communication network, and transport network have qualitative improvement, at least in the newly controlled core area.”
The two discussed specific personnel and resource allocations for a while.
At eight fifty, the secretary reported softly, President Anatoly Lunacharsky had arrived.
“Leader, Prime Minister Casare.” Lunacharsky nodded slightly, his gaze also attracted by the sketches on the table, professional instinct made him adjust his glasses, but he didn’t ask further.
He held his position very correctly.
A puppet must have the awareness of a puppet.
At nine o’clock sharp, Allen Macsison Turing and Werner von Braun arrived together.
These two are the most dazzling achievements of Victor’s ‘technical talent acquisition’ plan, also the dual core of Mexico’s current scientific research.
The former heads the Internet technology department, Mexico’s network bigwig!
Von Braun is now the president and chief engineer of the ‘Mexican National Advanced Technology Company’ (NTSC), integrating part of the aerospace, aviation, and precision manufacturing heritage and talents acquired from the United States.
“Leader, Mr. President, Mr. Prime Minister.” The two greeted.
“Sit, time is tight, let’s get straight to business.” Victor didn’t make small talk, pushing the sketches to the center, “Look at these.”
Turing nearly lunged at the table, Braun also immediately stepped forward, Lunacharsky and Casare gathered around.
The sketches were divided into three parts.
The first part was three views of several small aircraft, extremely simple in structure, emphasizing modularity: interchangeable reconnaissance modules (simple cameras, signal relay) or attack modules (small focused explosive charges), marked below are ‘low cost, mass producible, cluster controlled’, ‘remote/simplified autonomous’, ‘hovering time: 30-90 minutes’, ‘combat radius: 15-50 km’, etc.
