Anyone who wanted to use the tunnels would need to have the keys with her or break down the door. From what Legion could tell, both fighting the captain for the key and attacking the door to break it down will be very difficult because the two entities are pretty powerful and dangerous.

The tour ended at the entrance to the prison. The captain called out the current guard and handed him over to the woman. Then she went on her way.
On her way back to her office, a voice within her said, "You should have sensed it too. That boy is stronger than a rank 1 killer should be. He must be hiding something."
The entity that spoke was formless. They appeared to be a black cloud constantly shifting and changing shape.
This entity is in her mind. Or that's what she thinks because she can't see them with her normal eyes.
The voice of the black cloud didn't surprise her. She appeared to be used to it.
She replied to what it said by shrugging and saying, "Maybe he is hiding something. Maybe he isn't. Nothing is confirmed."
The entity sneered, "Nothing will be confirmed if you continue to ignore it. As captain, you must get to the bottom of this. It is your duty to confront him."
She asked, "Then what do I do after I confront him? Do I report him? What if what he was hiding was nothing? What if it was one of our businesses?"
The entity replied, "We will know what to do when we get there."
She shook her head and said, "We won't get there because I won't confront him about it. If he had something important for the lamp bearers, he would tell me. I don't need to go around snooping in his business. He is a lamp bearer, so he would never endanger us."
The entity laughed and said, "You're confident of that because of the oath he swore. What if that oath has already been circumvented? Your whole division would be in danger. Your whole division would be wiped out. Yet here you are making a case for the importance of privacy."
"You cannot have both, Sheckel Maine. You have to pick one. Privacy or safety. The privacy of the one or the safety of the whole. Pick one."
This question stumped her. It made her mental state begin to have conflict with herself. Her head began to throb in pain as she wrestled with the decision.
Common sense dictated that she pick safety over privacy. But she didn't want to pick this option because this would be the first step of many to come that will take her along a downward spiral of morality.
The will of her divine flesh is tempting her. If she picks safety over privacy now, she will later have to pick safety over other things such as murder.
After that, she will have to pick power in order to ensure safety. In prioritizing power, she will have to do things that she normally abhors. That's how falling into temptation works. Once you give in to your inner demon, it will be very difficult to stop and return.
This slippery slope will eventually lead her to giving up sanity for power. At that point, she will lose control and mutate.
The end doesn't look obvious now. The decision she has to make now seems harmless. Choosing to confront and interrogate Levi might lead to nowhere. Her suspicion about him might be nothing. She retorted, "Rules are dead while humans are living."
The shadow laughed as it asked her, "Is that so? Are you telling me that rules are meant to be broken? Are you telling me that you have no rules that you live by? Are you telling me that as a justice seeker you don't have a moral compass?"
