He loaded the Moon Body "blessing" into everyone within his domain.

All ten thousand of them.

Instantly, they began wobbling.

One by one, they collapsed to the ground.

The surge of power was overwhelming. Their bodies convulsed as the blessing took hold, rewriting their very being.

Lunaris hid his trembling hand behind his back.

The chanting echoed through the forest.

Roselle watched from the side, a satisfied smile on her face.

Everything is going according to plan.

She lowered herself to her knees and joined the worship.

Lunaris raised his hand.

"Rise, everyone."

The crowd slowly got to their feet, still recovering from the blessing’s overwhelming power.

"Since we’ve decided to form a nation, I will now distribute roles."

He looked out at the sea of faces.

"I am going to create different departments that will work under me to accomplish certain goals. When brought together, these will be the building blocks for our nation."

He paused.

"Actually, I have already established one such department."

Murmurs rippled through the crowd.

Already?

When did this happen?

Lunaris waved his hand.

A figure appeared before him.

Rhen stumbled slightly, eyes wide with confusion. One moment he had been standing among the crowd. The next, he was here.

He quickly composed himself and dropped to one knee.

"This humble one greets the Eternal Moon!"

Lunaris nodded.

"This is Rhen. He is the head of the Agriculture Department."

He gestured toward him.

"He is in charge of everything related to crops and farming. He also has people working under him already."

He addressed the crowd.

"Those interested in joining this department can seek him out."

He let that sink in before continuing.

"That is what currently exists. Now, I will establish other departments."

"For now, we will go with a minimalist structure."

He waved his hand.

Roselle appeared beside Rhen.

Her eyes widened briefly at the instant displacement.

As expected of the Lord.

She quickly composed herself and knelt next to Rhen.

"From this day forward, I am changing Roselle’s title."

He looked down at her.

"She will no longer be known as Priestess. From now on, she is Saintess Roselle of the Eternal Moon Church."

Roselle’s breath caught.

"I thank the Lord for such honor!"

Her tail wagged uncontrollably behind her.

"Apart from being a place of worship, the Church will serve another purpose."

His voice carried across the crowd.

"The Church will also function as our military. Saintess Roselle will be at the head of it all."

He continued.

"Just like with the Agriculture Department, anyone may join. However, there is one exception."

He glanced at Roselle.

"Roselle will choose her first subordinates. They will form a branch called the First Moon Guard."

His gaze swept over the original rabbit beastmen scattered throughout the crowd.

"For this branch, only the initial rabbit beastmen may join. They were the first to greet me."

Murmurs spread through the crowd.

Some of the orcs and goblins exchanged glances.

Lunaris sensed their discontent but remained unmoved.

While some might be displeased by this, I have to show some favor toward the first followers.

Otherwise, they might feel wronged.

This also sends a message - I treat those loyal to me well.

He waved his hand once more.

The Orc King and the Goblin Shaman appeared before him.

They stumbled from the sudden displacement but quickly dropped to their knees beside Roselle and Rhen.

Lunaris looked at them.

"What are your names?"

The Shaman spoke first, her voice bright and clear.

"This humble one’s name is Zivra."

She looked much different now that she was younger. Her skin was a soft green. Dark hair framed her face. Her ears were slightly pointed, giving her an almost elegant appearance.

Lunaris glanced at the Orc King.

"And you?"

The massive orc kept his head bowed.

"This one’s name is Kragul, my Lord."

Lunaris nodded.

"Zivra."

She looked up.

"You will be in charge of the Arts and Crafts Department. Your people will be responsible for all our equipment - weapons, tools, armor, and anything else we need."

Goblins seem to be quite intelligent.

They also have a tradition of arts and crafts.

They would be best suited for this.

With the skills I gained from the human world, no one will be able to compete with us in that department.

He turned to Kragul.

"You will be the head of the Development Department. Since your people are strong, you will handle all matters requiring manpower - construction, roads, buildings, infrastructure."

The two pressed their foreheads to the ground.

"We thank the Lord for this honor!"

Lunaris waved it off.

"Everyone is dismissed."

He looked at the four kneeling before him.

"I expect each department head to work hard and recruit suitable members. I will visit each department tomorrow and grant every member a blessing related to their work."

He paused.

"That will help with their duties."

The crowd began to disperse.

"Wait."

Lunaris pointed toward the group of beastmen he had rescued from the slave market.

"You all stay."

His gaze shifted.

"Mira, you stay too."
