"Sure just after this one exercise and we can go back"

"Noooo!" Pietro cried but he didn't stop running.

After another hour Kenichi brought Pietro back to the Avengers Compound.

At the Avengers Compound. Kenichi and Pietro catches Wanda watching a news report on the Lagos attack and how the Avengers entered there without permission.

Kenichi closed the news and said "Don't watch news these guys will eat whatever there government ask them to say?"

At this time Kenichi recieved a message that the secretary of state wants to meet them.

"Tch, these bastards can't stay still anymore" Kenichi said as he looked at the message, "Jarvis inform everyone to gather in the meeting room, as we have a guest.

The Secretary of State, Thaddeus Ross, is standing at the head of a table. Rhodey, Natasha, Steve, Tony, Sam, Kenichi, Pietro, and Wanda are gathered around. Hawkeye was taking a break though no one other than Kenichi and Natasha knew where he really was while Dr Banner is back in Japan with his girlfriend Betty Ross away from Thaddeus Ross.

The Secretary of State Thaddeus Ross has summoned the Avengers to a meeting.

"How in the holy hell did you become secretary of state? I thought you were court martialed?" Kenichi asked

"Yes, I was but some people thought that what I did was a mistake which isn't enough to remove all the good I did in my 40 years of service and brought me to politics." Ross replied

" Five years ago, I had a heart attack. I dropped right in the middle of my back-swing. Turned out it was the best round of my life, because after 13 hours of surgery and a triple bypass . . . I found something 40 years in the Army had never taught me: Perspective. The world owes the Avengers an un-payable debt. You have fought for us, protected us, risked your lives . . . but while a great many people see you as heroes, there are some . . . who would prefer the word "vigilantes"."

"And what word would you use, Mr. Secretary?" Natasha asked

"How about "dangerous"? What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?" Ross said

Ross activates a screen behind him. News footage from past Avengers and SHIELD matters flash on the screen as he speaks.

Secretary Ross said while pointing at the screen "New York." A Chitauri leviathan. Terrified citizens. A soldier firing a gun. The Hulk smashes into a building and sends a dust cloud to engulf the camera.

Rhodey looks regretful. He glances behind him at Natasha.

"Washington DC."

The three Insight helicarriers, firing on each other. The destroyed Triskelion. A helicarrier crashing into the Potomac and throwing up a massive wave, engulfing citizens and the camera. But what wasn't shown was none of those people died Kenichi in his Reaper form saved each one of them, there was no way he would let innocent people die but none of the Avengers knew about it.

Sam looks down.

" Sokovia." Terrified citizens, running. With Tony's bots trying to get them away towards safety.

Wanda stares at the screen, as does Tony.

" Lagos."

This one didn't had much damage only the institute of infectious disease had broken walls and few cars were destroyed.

"That's enough" Kenichi said

" For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." Secretary Ross said as he places a thick document on the desk and passes it to Wanda.

An aide hands him a thick book, which Ross slides across the table to Wanda. She picks it up, then slides it to Rhodey.

"The Accords. Approved by 100 countries ... it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary." Secretary Ross said

" The Avengers were formed to make the world a safer place. I feel we've done that." Captain America said

"Tell me, Captain, do you know where Thor and Banner are right now?" Ross asked

"Banner is with your daughter far away from your reach and Thor is back on Asgard his home planet. We keep an eye on our people Ross tell those people that want to control us that they can shove this accord up there asses." Kenichi said

*Pfft* Tony stopped himself from laughing and said "Please be realistic Secretary Ross you want to control us but this is not something possible"

"So, there are contingencies." Rhodey said

"Three days from now, the UN meets in Vienna to ratify the Accords." Secretary Ross said

Steve glances at Tony and Kenichi

"Talk it over." Secretary Ross said

"And if we come to a decision you don't like?" Natasha asked

"Then you retire." Secretary Ross said

Natasha stiffles a smile while Kenichi said "Maybe we will"

Causing the Avengers and Secretary Ross to stare at him.

"Anyway of the original 7 of us, Hawkeye is already retired and Banner is semi-retired as well. Tony also needs time off to ask Pepper to marry him." Kenichi said

*cough cough* Tony coughed but the stares on him had a teasing smile on his face.

Kenichi also smiled at him then turned back towards Ross as for the new guys, "Rhodey is already a soldier so he will listen if president orders him while Pietro and Wanda can just go back to Sokovia and help there country after what HYDRA did to it while all the UN nations ignored them. Moreover Avengers were not protecter of earth we were supposed to Avenge it after it was destroyed by an alien invasion so the next time an invasion happens we won't run forward to protect it but make sure to Avenge it afterwards " Kenichi said as he stood up and stared at Ross causing the Secretary to feel the chill down his spine.

The Avengers are gathered at HQ. Steve is sitting, studying the Accords, while Rhodey and Sam argue behind him.

" Secretary Ross has a Congressional Medal of Honor, which is one more than you have." James Rhodes said

" So let's say we agree to this thing. How long is it gonna be before they LoJack us like a bunch of common criminals?" Sam Wilson questioned

"A 100 countries want to sign this. 100, Sam, and you're just like, "No, that's cool. We got it. " James Rhodes said

"How long are you going to play both sides?" Sam Wilson asked

"Stop it already neither of the two of you are going to change my mind or anyone else's for that matter." Kenichi said as he looked around and saw that other than Rhodes no one was okay with the Accords.

Thankfully Stark doesn't feel guilty for creating Ultron otherwise he would have signed the Accords as well.

"They have been after this since the moment we saved New York. Now that they have the support of the other countries they are coming after us." Tony stated

"What do you mean Tony?" Natasha asked

"If you remember, when we first saved New York many people were praising us but there were equal amount of people berating us and calling us the reason for invasion that's why I released the truth about the Nuke causing all the hate to transfer towards SHIELD and the WORLD SECURITY COUNCIL." Kenichi explained

"The truth about the Nuke exploded on there face causing them to clean there shit and they couldn't discredit us otherwise there would have been more countries that would have signed the Accords."
