Instead of answering directly, Chiyo posed a question: "Do you wish to become a conquered people?"

"Of course not!" The observing shinobi responded firmly.

"Then follow Rasa's lead," Chiyo declared.

She had carefully weighed the options and realized that the only way for the Land of Wind to have any chance of survival was to fight the Land of Fire with everything they had. Surrendering would leave them no future at all.

Initially, she had considered surrendering—the Land of Fire was simply too powerful. However, what was the point of survival if it meant losing their homeland?

Their intent is clear: they want to eliminate both the Land of Wind and the Land of Earth. Even if we lower ourselves and beg for an alliance, even if the Land of Fire agrees, once the Land of Wind is destroyed, they will turn on us immediately." Ōnoki explained.
