Once again, a black lightning-formed panther leapt into the sky above the desert battlefield.

But A showed no signs of joy at their praise. Instead, he turned and barked angrily, "My father was only captured alive—he’s not dead!"

The targeted Chūnin from Kumogakure instantly panicked and nodded hastily. "Yes, of course! The Third Raikage is definitely fine!"
But just then, the cement chunks strewn across the ground suddenly and silently softened into a slurry-like state—and then began flowing rapidly toward the center.
The bizarre sight caught the attention of many shinobi, and startled exclamations erupted all around.
Hearing the commotion, A instinctively turned his head—and his face filled with shock. "No way..."
In the blink of an eye, all the liquefied cement gathered into a massive figure that easily stood around 3.5 meters tall—a burly man resembling a towering giant.

Because he was from the Ministry of Construction, Teach hadn’t received any of the intel files Imu had previously distributed.

The Third Raikage withdrew his glare from Hanzō and turned to glance at the plume of cement dust soaring into the sky. A flicker of astonishment passed through his eyes.
"As expected of the World Government... that man must also be a Devil Fruit user. Judging from his power, he seems to have an ability similar to Crocodile’s. Another one of the so-called strongest Logia types."
"But... why isn’t he wearing the ’Justice’ coat that represents military officers?"
The thought passed in a flash. He turned his gaze back to Hanzō and asked coldly: "Why the hell are you here, you old poison bastard?"
"Hehehehe..."

Hanzō was already preparing to leave, leading Yahiko, Nagato, Konan, and a hundred Amegakure shinobi back to their village.

They would wait until Kumogakure and Sunagakure joined forces to subdue Iwagakure. Only then would the existence of the World Government be formally announced to the rest of the shinobi world.
Which meant—
Eventually, every village would join the World Government.
But within that system, the level of treatment a village received would likely depend not just on individual power or leadership, but also on the overall strength and value of each village.
And in that equation, tailed beasts carried enormous weight.
Even if all tailed beasts were ultimately to be claimed by the World Government, the village that offered them would surely gain favor.
Kumogakure, as a major power, had the strength to offer up two tailed beasts.
But now Hanzō wanted to take one away.
Naturally, the Third Raikage couldn’t allow that.

Whether they stayed willingly or not—
