Emperor Rael’s powerful voice drew attention within the conference hall as he leaned forward on the table with steepled fingers. His golden eyes sharpened intensely as his sweeping gaze spread across his fellow powerhouse leaders.

"We cannot delay this any longer."

His tone conveyed the severity of the situation that they were in.

The Britannian Empire, being the closest to the Beast Domain, had been battered by the Beast Incursion thoroughly in the past four years. No other nation had been ravaged by the Beast Incursion the way that the Britannians had been. It was no wonder that Prime Minister Edward had been eager to commence the Solution of Harmony.

"The Marinaera Kingdom is also not in favor of commencing the departure of Martial Sages immediately for precisely that reason." King Kukulkan narrowed his eyes. "You cannot expect us to be as prepared to become Sage-independent despite not even having come into possession of these solutions for a whole month."

"The Council of Elders of the Hive unilaterally rejects this call as well," the leaders of the Hive sternly pushed back. "We are not nearly as equipped yet to commence the Solution of Harmony."

Not all leaders took this rejection well.

"I am in concurrence with the leader of the Theocracy." Queen Lianiala piercing golden gaze weighed on the three dissenting powerhouses. "The fate of all human civilization is not something that can be toyed with."

"That is easy for you to say when you have had the solutions of the Dawnbringer for more than a year now," Sage Jinryong Namgung’s heavy voice hardened with anger. "You have undoubtedly absorbed his solutions and are able to apply them better. We have not. Thus, we are unable to deploy our Sages away."

"And what if another quasi-Transcendent emerges from the Beast Domain?" Patriarch Shinken’s voice was intense. "What if all of them decide to emerge? Let me remind you that the original prophecy mentioned that they would emerge from the Beast Domain in five years. We know that things have accelerated since then. Which means…"

His expression crumpled with severity, "…we truly do not have much time left."

"What you are effectively asking us for is to take on greater risk so that the world does not suffer," King Kukulkan sharpened his gaze. "And my simple question is…"

He directed a sweeping gaze across the other leaders as his eyes fell on the Emperor of Harmony, "…why should we? Why should we take on greater risk and suffer for the sake of the world? What about us?"

"You’re not the only person to have very recently received the Hellbringer Model," President Raymond remarked with a frosty tone. "The Heaven Sect also received the Hellbringer Model just a little prior to you, and you don’t see the Elder making a fuss like you do."

President Raymond had managed to get re-elected just a few months prior as his rival President Amelia had lost a lot of approval from the voter base of the Republic of Gorteau upon the calamity of the Abyssal Dragon. Her pacifist policies had allowed for a lot of harm to come upon the Republic of Gorteau, which Raymond had successfully used against her, becoming re-elected as President for his third term.

He gestured at the silent but dignified Elder Diana of the Heaven Sect who appeared content simply watching the unfolding debate.

"I do think that it is unreasonable to expect them to have mastered the solutions of the Dawnbringer easily and soon. However, the reality of the matter is that your nations will suffer even more when all the quasi-Transcendents join the attack on human civilization."
